The New York State Early Intervention Program (EIP) is a public program for infants and toddlers under the age of three who have, or are at risk for, developmental delays or disabilities. Services are provided by state-approved agencies like Intellectual Gift INC.

Children ages 0–3 years old may be eligible if they:

  • Have a diagnosed developmental delay in areas like speech, movement, learning, or social skills.
  • Have a medical condition that can cause developmental delays.
  • Are suspected of being at risk for delays and need an evaluation.

There is no out-of-pocket cost to families. The program is funded by New York State and county governments.

  • Health insurance may be used to cover some costs.
  • Services are never denied if you don’t have insurance.

It’s simple:

  • Call us at (917) 553-0424 for a referral.
  • Your child will receive a free developmental evaluation.
  • If eligible, a customized Individualized Family Service Plan (IFSP) will be created.

Services begin—usually at home, daycare, or another natural setting.

Therapies are typically provided in natural environments—such as your home, your child’s daycare, or community spaces. This helps children learn and grow in settings where they are most comfortable.

We offer a wide range of therapies tailored to each child’s needs, including:

  • Speech & Language Therapy
  • Occupational Therapy (OT)
  • Physical Therapy (PT)
  • Feeding Therapy
  • Applied Behavior Analysis (ABA)
  • Special Instruction
  • Family Training
  • Service Coordination

Evaluations are designed to identify your child’s strengths and needs in areas such as:

  • Communication (understanding and using language)
  • Cognitive skills (learning and problem-solving)
  • Physical development (gross and fine motor skills)
  • Social/emotional growth (interaction and expression)
  • Adaptive skills (self-care like eating and dressing)

Additional evaluations may include speech, occupational therapy, physical therapy, psychological, or special education assessments.

The Individualized Family Service Plan (IFSP) is a written plan that outlines your child’s goals and the services they will receive. It’s created together with you, your Service Coordinator, and your child’s evaluation team.

Parents and caregivers are essential partners. Therapists not only work directly with children but also provide family training so you can use strategies at home to help your child succeed every day.

If your child is not eligible, you will still receive valuable feedback from the evaluation team. Your Service Coordinator will also connect you with other community resources or preschool services if needed.
Yes! We proudly serve families from diverse backgrounds. Many of our therapists are bilingual, and services can be provided in the child’s primary language whenever possible.
